Republican Gov. Rick Scott of FL demands random drug tests for all (except his cabinet). Hypocracy?

Republican, Christian, and small government Gov Scott orders random drug testing for ALL state employees. Of course except himself, his cabinet, and the employees in the judicial system to make FL a "drug free" workplace. Would this be considered spiritual warfare, hypocracy, elitism, aa move towards a Christian theocracy, or abuse of power? Is this why Republicans arent believed when they talk about freedom and rights? Do u feel as though ppl should lose their jobs for pot if their doing it on their own time and why the exclusions from the top?
