Are glpack mufflers illegal in tulsa oklahoma?

I was pulled over by a cop and issued a ticket for improper exhaust. I do still have my catylityc convertor and my resinator and 02sensors, but he said that any exhaust mod is illegal in tulsa witch I dont believe. He didnt issue a ticket for noise pollution he gave me a ticket for improper exhaust witch I think is b.s. can some one help me please because I can not find out anything about the state laws in oklahoma or the city laws in tulsa
