1995 Honda Prelude Catalytic Converter?

I just bought this car, and it's missing the catalytic converter, which was replaced with just a metal tube straight to the exhaust. I live in Gwinnett, GA and was wondering am I going to be able to p an emissions test without this? And if not, how much can I expect to pay to have it reinstalled?
