Where did all of Florida's cs and waterways come from?

Was the land built up around the water? If so, why did they leave so much water around? Or were the cs put in by humans, and if so, why? When I first got to Florida I thought the ponds and lakes were all artificial and decorative. Then I found out they all have alligators in them! So I wonder why people left or created all this dangerous water everywhere.
